I don't really know where this is from, but am inclined to agree with Pamela: my first instinct was Naga, and it resembles the belts that they use to attach their knives, which are worn at the back of the waist. The length of your piece is curious, tho as it is too long to be for the waist. The materials are native to this part of the world, and both the seeds and beetle wings are used by the Karen, of all the 'hilltribes' around here in northern Thailand and eastern Burma, tho I cannot think of any examples of their use of a long piece like this. I cannot tell from your photo, but if the beetles are only on one end, it would indicate that that is the 'bottom' and they are intended to hang down. The Karen ornament the lower fringes of their 'singing shawls' the same way. However, I would be surprised if this was Karen...
